v3.16 Disaster

Minutes after the release of v3.16, the update has expected many issues; body paint stopped working, as well as spawning and knockout system. Spawning system has been coded in the wrong way, this caused cars to spawn on top of the facility instead of the first spawn point. The knockout system had a change from being server-sided to local-sided, this change never bothered to work on an actual server. Right as these bugs were noticed, the update has been temporarily reverted.
